This communication on the first papal decretal explores the content of the letter from the pope to Himerius of Tarragona with several goals in mind: One, to ascertain what major issues were facing the church in Tarragona. Second, I intend to set forth the arguments that the pope brings to bear to assert his authority in a province in Iberia. Also, to flesh out its implications in the development of the papal primacy. Lastly, a major goal is to situate the epistle in the wider ecclesial context of fourth century Iberia. This research piece is part of an ongoing project on the papacy and the bishops of Iberia from the fourth century up to the Muslim invasion of 711.
